Xi Jinping Holds Talks with President Mamnoon Hussain of Pakistan, Two Heads of State Agree to Develop Traditional Friendship, Deepen Practical Cooperation, Safeguard Regional Security, and Jointly Forge China- Pakistan Community of Common Destiny

  On February 19, 2014, Chinese President Xi Jinping held talks with Pakistani President Mamnoon Hussain at the Great Hall of the People. The two heads of state pleasantly reviewed the traditional friendship between China and Pakistan, and planned for the future of the relations between the two countries. They agreed to join the efforts to promote for a China-Pakistan strategic and cooperative partnership featuring more solid political foundation, stronger economic ties, more in-depth security cooperation, closer people-to-people contacts and more frequent cultural exchanges.

  Xi Jinping said that China-Pakistan relations have gone through international vicissitudes and always maintained a healthy and stable development. The two countries have established an all-weather friendship and conducted all-round cooperation with persistent mutual trust, mutual understanding and mutual support. China and Pakistan are good friends, good partners, good neighbors and good brothers weathering all the storms together and sharing all the weal and woe. The Chinese side will continue as always to view China-Pakistan relations from a strategic and long-term perspective and attach priority to China-Pakistan relations in its relations with the neighbouring countries. It is sure that the visit of President Hussain will make a good beginning and a good start for the development of China-Pakistan relations this year.

  Hussain said that he made China the destination of his first visit after taking office as Pakistani President. It is because China is the best friend of Pakistan. Pakistan-China all-weather friendship has withstood the test of time and is worthy of its reputation, and the Pakistani people are proud of it. The Pakistani side sincerely congratulates China on its development achievements, highly admires China’s strategic foresight, and firmly believes that China is an important force in promoting world and regional peace and development. Consolidating and developing Pakistan-China friendship is the cornerstone of Pakistan’s foreign policy. The Pakistani side is willing to strengthen friendly cooperation with China and jointly forge a community of common destiny with China.

  The two heads of state unanimously decided to join the efforts to well maintain and develop the traditional friendship between China and Pakistan, and to translate the traditional goodwill between China and Pakistan into more outcomes of practical cooperation.

  First, to maintain close high-level exchanges and strategic communications and to continue firm support to each other on the issues involving core interests and major concerns of each other. The Chinese side would continue to stand firmly behind Pakistan's efforts to uphold its sovereignty, independence and territorial integrity. The Pakistani side reiterated its opposition to any attempt to undermine China's sovereignty.

  Second, to closely combine the development strategies of the two countries, strengthen the coordination of economic policies and raise the level of economic cooperation. The two sides will make solid progress in constructing China-Pakistan Economic Corridor, do a good job in flagship projects of Gwadar Port, the Karakoram Highway, and the Karachi-Lahore Motorway, advance cooperation in the fields of energy, transportation infrastructure, industrial parks and others, and promote the construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road. The two sides will speed up the second phase of negotiations on China-Pakistan Free Trade Area and push forward a balanced growth of trade between the two countries. The Chinese government encourages Chinese enterprises to invest and develop in Pakistan.

  Third, to strengthen defense and security cooperation, jointly fight against the “three evils”, and safeguard the regional peace, stability and security. The Chinese side appreciates and supports Pakistan’s efforts to fight against terrorism. The Pakistani side will continue to intensify the fighting against terrorist forces including the East Turkistan Islamic Movement (ETIM), and promise to ensure the safety and security of the Chinese citizens and enterprises in Pakistan.

  Fourth, to develop closer and more frequent people-to-people and cultural exchanges and establish a model for dialogues and cooperation between different civilizations. The two sides will work together to well prepare for the activities of the China-Pakistan Year of Friendly Exchanges in 2015. The Pakistani side welcomes the Chinese side to establish more Confucius Institutes and set up Chinese cultural centers in Pakistan.

  Fifth, to enhance communications and collaboration on major international and regional issues and jointly create a peaceful and stable neighboring environment. Both sides support an“Afghan-led and Afghan-owned” political reconciliation process in Afghanistan and will continue to cooperate closely with the international community for the promotion of the peace and stability of Afghanistan.

  Xi Jinping said that developing good-neighborly and friendly relations with neighboring countries is the consistent guideline of China’s neighborhood diplomacy. The Chinese side adheres to the policy guidelines of building good neighborly relationships and partnerships with neighboring countries, and highlights the concept of “affinity, sincerity, mutual benefit, and inclusiveness” for exchanges with neighboring countries. In recent years, China has maintained stable development in its relations with South Asian countries including Pakistan, made remarkable achievements in practical cooperation with them, and witnessed continuous improvement in the overall relationship. The Chinese side supports Pakistan in realizing reconciliation with India and appreciates Pakistan for the efforts it has made to ease Pakistan-India relations.

  Hussain said that the Pakistani side is willing to continue the dialogue with the Indian side to improve the relations.

  Following the talks, the two heads of state jointly met with the representatives of both sides attending the second session of the Joint Cooperation Committee of the China-Pakistan Economic Corridor, and witnessed the signing of the meeting minutes and other cooperation documents.

  The two sides issued the Joint Statement between the People's Republic of China and the Islamic Republic of Pakistan on "Deepening China-Pakistan Strategic and Economic Cooperation".

  Prior to the talks, Xi Jinping held a welcoming ceremony for Hussain at the North Hall of the Great Hall of the People. Vice Chairperson of the Standing Committee of the National People’s Congress Shen Yueyue, State Councilor Yang Jiechi, Vice Chairman of the Chinese People’s Political Consultative Conference National Committee Wang Zhengwei and others were present at the ceremony.
