Foreign Ministry Spokesperson Hua Chunying's Regular Press Conference on December 19, 2017
2017-12-19

Q: According to media reports, on December 18, the US government released the National Security Strategy Report, which makes some criticisms on China's domestic affairs and diplomatic policies and labels China and other countries as competitors of the US interests. What is your comment on this?

A: The Chinese people are full of confidence in the path of socialism with Chinese characteristics of their own choice. History and the reality have proven that this is a successful path that suits China's national conditions and can achieve national prosperity and enable the Chinese people to live a happy life. The development achievements scored by China are universally acknowledged and it is of no avail to attempt to distort the facts on the part of anyone or any country. No one and no country can stop the Chinese people from unwaveringly continuing following the path of socialism with Chinese characteristics and reaping greater achievements.

China is unswervingly committed to the path of peaceful development and steadfastly pursues a win-win strategy of opening-up. We actively forge global partnerships, expand converging interests with other countries, promote coordination and cooperation between major countries, deepen relations with our neighboring countries in accordance with the neighborhood diplomacy of amity, sincerity, mutual benefit and inclusiveness and forging friendship and partnership with them, and enhance solidarity and cooperation with the developing countries in Asia, Africa and Latin America by upholding justice, pursuing shared interests and staying committed to the vision of sincerity, practical results, affinity and good faith. We pursue the global governance vision featuring extensive consultation, joint contribution and shared benefits, advocate democracy in international relations, maintain that all countries are equal irrespective of size, strength and wealth and support the positive role of the UN and increasing the representation and voice of the developing countries in international affairs. China always acts as a builder of world peace, a contributor to global development and an upholder of international order. China's economic and diplomatic activities around the globe are broadly welcomed by countries all over the world and the international community cannot lose sight of them. It is futile for any country or any report to distort the facts or hurl malicious slander.

China will by no means pursue its own development at the expense of other countries' interests and neither will it give up its own legitimate rights and interests. China firmly safeguards its own sovereignty, security and development interests and no one should have the illusion that China would swallow the bitter fruit of jeopardizing its own interests. China's development mainly rests upon the hard work of its own people and also benefits from its mutually beneficial cooperation with countries all over the world. In recent years, China contributed over 30% of the global economic growth rate every year, which speaks volumes for this. We will continue with our efforts to conduct pragmatic cooperation in various areas with countries around the world on the basis of mutual benefit so as to deliver benefits to the Chinese people and people around the globe.

We always believe that as the largest developing country and developed country and the top two largest economies in the world, China and the United States shoulder important responsibilities and have extensive common interests in upholding world peace and stability and promoting global development and prosperity. Cooperation is the only right choice for China and the United States and win-win cooperation can lead to a better future. As two major countries, it is not surprising for China and the United States to have some disagreements. It is advisable for our two countries to properly handle them in a constructive way on the basis of respecting each other's core interests and major concerns. We urge the US side to stop deliberately distorting China's strategic intentions, and abandon such outdated concepts as the Cold War mentality and the zero-sum game, otherwise it will only end up harming itself as well as others. We hope that the United States can correspond with the trend of the times and the will of the people, put the world and China-US relations in perspective, honor the relevant commitments and join hands with China to uphold the sound and steady growth of China-US relations. This is the right choice that serves the interests of the two peoples and people around the world.

Q: Just to be clear, does China reject the notion that there is a strategic competition with the United States?

A: Just now I have elaborated on China's views on the National Security Strategy Report issued by the United States in a systematic way. I can reaffirm that as two major countries, it is not surprising for China and the United States to have some disagreements. The key is that we must come to realize that as the largest developing country and developed country, the top two largest economies in the world and two permanent members of the UN Security Council, China and the United States shoulder important responsibilities and have extensive common interests in upholding world peace and stability and promoting global development and prosperity. Cooperation is the only right choice for the two sides. We hope that the United States can make concerted efforts with China to put in perspective and make a correct judgment on each other's strategic intentions and properly handle the disagreements in a constructive way on the basis of respecting each other's core interests and major concerns.

Q: The US National Security Strategic Report mentioned "we will maintain our strong ties with Taiwan in accordance with our one-China policy". What is your comment on this?

A: The position held by the Chinese government on the Taiwan issue is consistent and clear-cut. We urge the US side to abide by the one-China principle and the stipulations in the three China-US joint communiqu├ęs and properly handle the Taiwan-related issues, thus avoiding disturbing the overall picture of China-US cooperation.

Q: In order to enhance its capability to defend the missiles from the DPRK, the Japanese government today decided to introduce the land-based interceptor system, namely, the land-based Aegis anti-missile system. What is your comment on this decision?

A: Due to what happened in history, Japan's moves in the fields of military and security are always followed closely by its Asian neighbors and the international community. When it comes to the anti-missile issue, the Chinese government always believes that it bears on the global strategic stability and the mutual trust between countries. All countries should not only take into account their own security interests but also respect the legitimate security concerns of other countries. We hope that the Japanese side can act cautiously and play a constructive role in promoting regional peace and stability.

Q: It is learned that the 20th Special Representatives' Meeting on the China-India Boundary Questions will be held in New Delhi. State Councilor Yang Jiechi will attend it. How does China view this meeting?

A: The Special Representatives' Meeting is not only a high-level channel for the two countries to hold talks on boundary questions but also an important platform for them to conduct strategic communication. It is held regularly every year by the two countries in turn. During the meeting, the two sides will exchange views on China-India relations and the major international and regional issues of common concern. With regard to the latest round of the Special Representatives' Meeting, if we have relevant information, we will release it in a timely manner.

Q: While addressing a seminar in Islamabad yesterday, Pakistani National Security Adviser Nasser Khan Janjua criticized the US and India for opposing the China-Pakistan Economic Corridor (CPEC). What is your reaction to this?

A: Regarding CPEC, we have taken relevant questions on it many times. I would like to reiterate that CPEC is a new cooperation framework jointly built by China and Pakistan with the long-term development of their cooperation across the board in mind. The building of this corridor is not only of positive and great significance to the common development of China and Pakistan but also conducive to promoting the connectivity and shared prosperity of the whole region. We hope that the advancement of this corridor can receive more widespread recognition and support from the regional countries and the international community. We are confident that we can work with the Pakistani side to do a good job in advancing and upholding CPEC.

Q: The UN Higher Commissioner for Human Rights said in an interview that Myanmar's violent attacks on the Rohingya people were planned and could possibly amount to genocide. Does China have any comment on this?

A: The Chinese side has stated its positions and views on the issue of the Rakhine State many times. Presently, the situation in the Rakhine State has been eased significantly and Myanmar and Bangladesh have carried out many rounds of interactions. We hope that all relevant parties can respect and support the efforts made by Myanmar and Bangladesh to properly settle the issue through dialogue and consultation. All relevant parties should offer constructive assistance and play a constructive role in this aspect.

Q: Giant Panda xiang xiang who has traveled to Japan made its formal debut in a zoo of Tokyo today. What is your comment on this? What influence will this have on China-Japan relations?

A: The giant panda is quite adorable and it serves as the "little ambassador" that can promote the friendly exchanges between China and foreign countries. We are convinced that the Japanese people will receive xiang xiang with their gracious hospitality. We also hope that xiang xiang can play the positive role of the "little ambassador" in building a closer bond and enhancing the friendship between the Chinese and Japanese people and promoting the sound development of China-Japan relations.
